Confirming that a change from !G...F... to !G...Z... in order to have a fixed zero-correlation works. Then the ASReml version 2 produces a result identical to version 1.

Sorry for the briefness of this reply but I am travelling.
Try associating the correlations you want to force to remain at zero with a Z rather than an F qualifier. i.e. smethng like !GPZZP rather than !GPFFP.
ASReml 2 is not recognising the 0.0 is intended to remain at zero. I´ll check that out.
