Presumably you want to treat the 4 distances as a multivariate response.
I would do it via
1 2 0
12 bay ID
4 dist US
assumes the order is distance within bays
(cf rows within columns in a field trial)
and add whatever fixed effects you want.
This is just a two dimensional R structure
